If a house is left to three siblings in a will and all three get equal parts, if one of the siblings maintains the house, upon sale of the house does that sibling get reimbursed for the upkeep of the house before the other two siblings are paid

It depends; for example, if the sibling doing the upkeep was the only sibling living in the house, the fair rental value would be an offset against the expenses incurred.
