employee benefits

can my employer offer some employees vacation benefits and not all of its employees?

my employer offers all of its employees medical and 401k benefits, but does not offer all of its employees vacation and holiday's benefits.

some employees get paid vacation and some don't, regardless of position.

The employer is not obligated under state or federal law to offer any of the benefits you reference in your question, and, consequently, can be utterly arbitrary, and, yes, even capricious in deciding who gets them and who doesn't.
