Legal Question in Real Estate Law in Washington

Built a new home. The neighbor directly across the street claims he owns the road and the right of way on my property. He has harassed all who come and work on the house when they park on the road or on my side of the street. He has damaged groundcover that I have put in by mowing it. and removed mulch that I placed near the road. What can I do to stop the harassment and intrusions? The county map clearly shows the property line down the middle of the street. I am getting estimates for security cameras to catch him in the act but have plenty of witnesses to the harassment and do not want to wait for more damage to be done.

From a legal prospective you could attempt to get a restraining order - but it might be helpful to have an attorney write the neighbor an infromative letter - with any available maps or documents - to explain the situation and the liability associated with his actions.
