What is stipulated in the ACT conserning space or room measurements for one room to a person under this act?

It isn't limited in that manner by the ADA. What is required is minimum space for a wheelchair, so width of hallways, turning space, etc. is required. There is a limited ability to require a public accomodation to provide access, although WA is pretty good.

But if what you are looking for is the idea that no more than XX persons can occupy a space, this isn't the place to look. County codes/fire codes/municipal ordinances might provide what you are looking for.
