Does the countdown for the 5-day response to a request for public record start as day 1 - the day you receive it and then 4 days or day 1 the day after you receive it and then 4 days?

Why be so picky? Most places are simply going to write back within the five days and tell you how long it's going to take them - often 30 days.

If you look at the court rules and statues, you can figure out how these dates are figured out. Although I'm generous with my time on Lawguru, I'm not willing to waste my time with such a nitpicky question.
