What recourse does a small business have when a person is harassing their customers?

Your question does not contain enough facts to answer. Is the "harasser" a former employee or a disgruntled customer? What form is the harassment taking? If your customers are being harassed most of the time, they will need to take steps to stop the actions.

There may be action that can be taken by you in the form of:

1. The tort of Interference with Business Relationships.

2. An action for Defamation.
