defamation of character

Is it a violation to post a convicted sexual offender's picture and information on a postcard mailing to addresses of individuals who live in the general area. And, if it is sanctioned by individual counties what is the best way to find out privacy law restrictions.

An adult conviction is public record, available to anyone, and its distribution is not an invasion of the privacy of the convicted individual.
