Requesting reports through FOIA

Through the Freedom Of Information Act, is it possible to request reports or files in an ongoing investigation that involve a minor when you are the parent?

Yes. Although the Freedom of Information Act applies to Federal agencies. If you are dealing with Washington State it is a public disclosure request. I bit of a distinction without difference as the outcome is functionally the same.
