out on bail?

when bail is set by a judge and it is posted, is it normal for the person being bailed out to be placed on ehm(electronic home monitoring)and work release, pending trial? i have posted a 50,000 $ bond and my brother has been on ehm for almost a yr now, hasnt gone to trial yet, and has been treated like he has been convicted of a crime and he hasnt. we also have to pay 130 $ a week for him to be on ehm. he cant even step out of our front door to smoke a cig, but he has to work or he gets put back in jail... what is the 50,000 $ bond for? can anyone shed some light on this situation for me cus i am very frustrated with the whole system....thanks

Sounds like your brother needs a new lawyer. Why is the case taking a year to get to trial. The speedy trial rule requires trial within 90 days. As for conditions of release, depending on the alleged crime and the history of your brother, those might be considered reasonable conditions. He can always seek interlocatory appeal on the bond issue. The main thing I would think is to push the matter to resolution quickly--your defense attorney should be able to do that for you.
