In Washington, a victim isn't able to simply drop the charges. For the case to be dismissed, the prosecutor has to agree. Usually prosecutors will give some consideration to what the victim has to say. It is more likely that a prosecutor will drop the charges if there is no history of prior abuse or if the defendant is in treatment. Prosecutors also like the victim to have a safety plan. Obviously, the prosecutor takes into consideration the seriousness of the alleged assault.
