Can a person get a no contact order agains you without you knowing or getting any written notice from the courts

Yes, a temporary one at least.

Washington has different types of orders that prohibit contact, depending on the circumstances. In some of those contexts, the court can sign a temporary order (normally up to two weeks) based on the person's request alone, with no notice to the restrained party.
