why not drink under 21?

The obvious answer is because it is illegal. And it is easy to prove as lay witnesses (non-expert) can give opinion evidence as to alcohol. Also, the BAC for a DUI need only be .02 if under 21. That means go to jail and lose your license with only one drink in your system.
