can a breathlizer and blood draw be given during one arrest

Certainly. It would be a rare case where they are both admissible in court, however. Police have authority for breath test only in an alcohol - related DUI.

In other cases, though, they have authority for a blood draw; where there was a collision, a felony investigation, or a DUI arrest based on drugs.

It is possible to have to do both. But very rare.
