Legal Question in DUI Law in Washington

no citation issued order to appear

A friend from New Mexico on a visit was pulled over given a field sobriety test refused breathalizer driven to a police station and released, after her return to NM she recieved a letter to appear in court but does not have the financial resources to return to WA. She was never asked to sign anything and was never cited no officers report was given to her to advise her of the basis for the charges. What can she do?

I need more information on this matter. Did your friend refuse the breath test while she was on the road? That is not the real breath test given only at the police station. Did your friend take any breath test at the police station?
