dui fines in collections
if I have fines that are in collections is there any way to get a license while making payments to collections before being paid in full

Yes. And you usually work that out with the collection agency. As long as you are on your payment schedule they'll agree to release the hold on your license. You'll want to check with DOL first to make sure there aren't any other unexpected holds on your license too.
