Legal Question in Family Law in Washington

I have a 5 year old daughter who was born in PA. Her father has never been involved since I was pregnant. (he was incarcerated). In fact, I have still have no clue where he is now. he never signed paternity papers either. I am currently married and live in WA state. (my husband is military) My husband provides for her. My daughter refers to my husband as Daddy as he is the only one she has ever known. She even thinks her last name is my husbands and I. Unfortunately legally she carries her biological fathers name. She is unaware of that and him. Can I legally change her name to ours without involving him? (the biological father)
