can a cr2a agreement be recinded if new information is obtained after the agreement has been filed?

It depends. CR2 agreements are generally governed by same rules as other contracts and therefore subject to the same defenses. Unfortunately, those are very lengthy rules and sometimes conflicting. If you want to research it I would suggest going down the "mistake" path (i.e. does your problem actually fit within the framework of a mistake of a material fact). CR2 agreements can also be redone by agreement of the parties.
