Who listens to the Children?

I have 3 children ages 13,15,17, that live with their father who has legal custody. All 3 want to live with me, because of complications at home .dirty home , constant head lice, no water, exc... CPS will not do a thing to help. the school does to a certin extent.

I have no funds to hire a attorney for me or them. I would like to know how to get this before a judge and get them to listen to the children themselfs. this is their discision, CPS wont listen to me or the school,And we have been at this for years.So who will hear them?? Their Father wont listen .
