noncustodial parent in arrears

If the noncustodial parent is in arrears does that legally prevent them from going back to court and contesting apects of the parenting plan?

I am going to assume you mean in arrears on child support. If that is what you mean, then the answer is no. Child Support enforcement and Parenting Plan enforcement are two separate issues, and each stands independently.
