open adoption
in a open adoption dose the father lose his legal right to the child. also the child is in foster care ha s be for the last 2 1/2 years and is being told that if he do not sign the adoption papers he will lose all his rights and if he dose sign the papers how long is the waiting period if he changes his mind?

It is unclear if this is a WA or CA adoption. I will say if it is a WA adoption, I don't know what an "open adoption" is. You may also want to expend some effort on grammar and sentence structure of your fact statement.
