can a parent move out of state if they have sole custody of child? with out filing a relocation form with court?

RCW 26.09.430, found at http://apps.leg.wa.gov/RCW/default.aspx?cite=26.09.430, states in relevant part: "a person with whom the child resides a majority of the time shall notify every other person entitled to residential time or visitation with the child under a court order if the person intends to relocate."

So the question is: Does the custody order or parenting plan give the other parent ANY residential time or visitation with the child? If the answer is yes, you must give notice.
