breaking and entering
if a personal vehicle was impounded,& the vehicle was broken into while in a ''secured'' area, is the tow yard liable for the loss of pesonal property? can they be sued in small claims court?

Bailments do carry liability. If the damage was less than $4,000.00 you can sue them in small claims.
