labor certificate
my brother came in united state with visab2 five years ago.now he is overstayed. he is working in a restuarnt as a main chef so he wants to apply labor certificate.is it possible or not?please clear me.

He cannot adjust to permanent resident here unless he is 245i eligible, meaning someone filed immigration paperwork for him before April 30, 2001.
