Legal Question in Intellectual Property in Washington

Water Association

I took over the bookkeeping for our water system in July 2007. I received a letter from a lawyer from one of the home owners stating that they are entitled to have access to the books & records of the assoc. They are requesting bank statements, list of people who owe money, list of ea. receipt of funds w/amount, dates and payor of funds, list of disbursement of funds w/ Ck #,date, payee, amount, list of current annual assessments payable by ea. member for our domestic water and irrigation water etc etc...

This couple does not have irrigations rights, but have been receiving and paying for water. Do I have to provide this information? Do I need to receive a warrant or court order first before providing this information? Is there some type of privacy/security rights for not providing all this detailed info?

I can only speak in general terms, I am not a member of the Washington Bar. In general, these types of records are private and as such a court order in the form of a writ or subpoena from a court of competent jurisdiction is necessary in most cases before these types of records are produced.
