How do you legally respond to a 20 day eviction notice if there is no lease. Also the landlord has split up the house and is renting rooms seperately, is that legal?

What's the point? If there is no lease why would you think you get to continue to occupy his property. Call the local Housing Justice Project (HJP) they usually offer free legal aid to tenants with low income.

They'll likely look over your story and want you to find facts to establish a basis for you to be allowed to live on another persons property without that person's continued consent. If you're in King County the rules are a bit more in your favor. Also if you are being kicked out for certain reasons that is an excuse to remain in the home (e.g. your being kicked out in retaliation for your reporting the landlord's violations of housing code, or because of your race, etc.).

Yes it is legal to rent rooms separately generally speaking.
