WA state municipal court discovery docs

Law suit just began-City North Bend, WA had (3) locations that I asked for deicovery doc's (1) city hall, (1) city atty (1) city community service dept.. they are saying no to me.. that all doc's must come from the city atty office.. I need to file with court they are refusing me separate location doc's ..are there any precedent cases 9th circuit to cover this.. also as I asked 1st for discovery doc's.. then city asked 2nd.. can I obtain their discovery doc's B/4 mine.. otherwise ..they can just re-send stuff back I send them.. I need to prove city negligence..so I don't want to give them my discovery doc's until they give me theirs.. any hope on that one ?? City is stonewalling me.. badly.. since Aug 2006.. yes 2006 I have hand-carried letters/faxes/public records request approx. 67 of them.. only (1) letter reply .. it was under investigation.. city then passed ordinance to jump over civil land-use violation and go direct to criminal charge on me.. I am old senior citizen.. want their discovery doc's B/4 I give them mine.. what can I file back to them.. so I get and can compare all doc's B/4 I hire atty.. city will and has done dirt.. the discovery they told me I could pick up was only 30 pages.. hardly anywhere near the 67

You would do a lot better hiring an attorney who does this for a living to deal with discovery. There is an art to asking for information, and it isn't about who gives up information first, it is about what you can use at trial.

If you don't ask properly you may not get anything.

If you don't respond properly to their discovery requests your lawsuit can risk dismissal.
