Legal Question in Sexual Harassment in Washington

Hello,
What would you do about a landlord that for over 5 YEARS, made sexual comments, showed me pornographic pictures on his computer in his office when I went to pay the rent, would routinely say "what can't get up, can't get out" and motion toward his croch, ask me "what's the matter, don't you like sex?" and asked me another time "are you a lesbian?' threatened me with arrest for telling him I had rights as a tenant. He threatened to call his Chief of Police "buddy" who his employee told me he used to illegally evict other tenants, would encourage other male tenants to harass me as well, calling me a Fucking Bitch, threatening me and this idiot owns the local Ace Hardware store, a used car dealership, is known all over the county for being a harasser, liar and a crook and when I told him last year I spoke to a couple of law firms he evicted me 3 weeks later?
He actually told me on several occasions "the laws don't apply to ME in this town." Because he was buddies with the Chief.
Any thoughts?

1) Complain to cyber crime Police.

2) Record all his talk and preserve.
