Golf Carts as Pedestrians?

I was wondering if golf carts are considered Pedestrians. So, do they have the right of way when crossing at a Pedestrian Cross walk?

Under R.C.W. 46.04.400, the word �pedestrian� means any person who is afoot or who is using a wheelchair, a power wheelchair, or a means of conveyance propelled by human power other than a bicycle. A golf cart is therefore not a pedestrian. In fact, a golf cart is not defined in the Washington Motor Vehicle Act, and since it is more like a moped, scooter, or motorized cycle, it must be operated as such. Also, some municipalities have ordinances and municipal codes that deal with golf carts. Perhaps that code in the place where you reside gives golf carts priority over passenger cars or trucks. But under state law, carts are on the same footing as cars, trucks, vans, and motorcycles.
