Legal Question in Traffic Law in Washington

Can a minor (17) be a designated driver of fellow teens (ages 18) to get them home safely after they have been drinking? They do not bring alcohol into the DD's car. Washington State's legal drinking age is 21.

It is irrelevant whether a passenger of any age has been drinking.
