two old people out of nowhere jumped in front of car, on a yeild pedestrian sign, i stopped to check on them, i didnt hit them, can i still get a ticket fo that?

Can you clarify what you mean? A ticket for what? Are you concerned about a charge for leaving the scene, or something else?

The hit and run statute is in RCW 46.52. A person cannot be charged under that statute unless they were "involved" in the collision.
