My mother has debts that have gone to collections from her divorce 20 years ago. When she passes away, am I responsible to pay them?

No. All of her assets will be needed to pay off her debts, and if there is any left over, it will be available for distribution per her will or through intestate succession (the name for the law that dictates who inherits--usually blood lines).

Also, your mother can declare bankruptcy and have all the debt discharged.
