Legal Question in Constitutional Law in West Virginia

The city where I work is getting ready to pass a occupational tax of 1%. I do not live there, I only work there. So I am going to be taxed by people I can not vote for. This sounds like taxation without representaion to me. What do you think? This is in Huntington WV.
