Legal Question in Administrative Law in Wisconsin

Hello, this question may or may not be difficult to answer but here it goes. I am planning to open a volunteer organization in Czech republic. The organization would only teach English to the locals. By the US law what makes me a Volunteer Organization? This goes for the taxes... so people can get some of their money back.

If you are setting up a business (even a nonprofit) in any foreign country, US law may be the least of your worries, since the law of the EU (European Union) as well as local laws of the Czech Republic would control, in which event you should seek legal counsel in that country. If you would specify the reason why you are concerned with US rules regarding volunteer organizations, I could better respond to your concerns. If you are talking about setting up a US tax exempt nonprofit organization which could solicit tax deductible contributions from donors here, a good place to start would be the IRS website. http://www.irs.gov/publications/p557/ch03.html is a link where you can begin such an application process. However, I am uncertain whether any organization operating totally offshore can qualify for US tax exempt status. You therefore might be better off affiliating with some US based organization which already has such a status, such as many churches which do foreign missions work, as well as many other NGO's (nongovernmental organizations) which operate internationally.
