is it illegal for a person, say, 18 or 19 to talk to someone...say...16 or 17 online, just talk, no intention of meeting.

Depends on what the "talk" consists of.

If it is in furtherance of a Federal or State crime- like solicitation of a minor for sex- BIG TROUBLE.
