can my exhusband sign off his parental rights?

my exhusband told me that he signed off his parental rights to our children about 2 years ago, and he is trying to force me into having my new husband adopt them so he doesn't have to pay child support,or pay for medical on the kids. he was court ordered to keep medical insurance on thee kids and he has not done that for about 7 years. my husband pays 73.00 a week to keep them covered. i have sole custody of them. i went to the court house to try to get a copy of where he signed off his right and they told me that i can not get a copy. i do not know what to do.

Yes he can. BUT, a father can't sign off on 'em just like that! Where's the proof? None, I bet.
