Legal Question in Family Law in Wisconsin

health insurance Wisconsin and Florida

My ex husband per our divorce papers in 1994 states that he must carry health insurance through work or obtain health insurance independantly for our daughter. Our divorce was finalized in Wisconsin outagamie county. I moved to Florida five years ago with my ex agreeing to the move. The health insurance that he has only covers our daughter in wisconsin. No out of state coverage. Doesn't he have to have insurance that she can use where she resides? Otherwise what's the point of him carrying an insurance that she can't even use? I've had full custody since 1994 and he has never had contact with her. What, if anything, can i do to see that he gets insurance that our daughter can use?
