I need a specific outline on how to submit a civil suit for major claims

under Wisconsin law.

You will need to hire a lawyer for that, since large claims court is far more complex than small claims court, and not a "do it yourself" project. Failing to start a litigation correctly may not solve statute of limitations problems, and might also cost you money if the judge finds any part of it to be legally "frivolous." Such a finding also means that you could be ordered to pay the defendant's court costs and attorney fees which can sometimes total tens of thousands of dollars.
