So would a township accessors errors and omissions insurance be liable for a fraudulent accessment of property that caused the property owner to go into bankruptcy and lose his business

Probably not, since mechanisms exist to appeal an improper property value assessment. If you did not use them to protect your rights, you waived your chance to overturn it and tacitly accepted it. Legally, that makes all repercussions from action quite literally "your problem." Prior to your next reassessment, you should speak with an experienced real estate attorney about your options (which expire very quickly after the assessment, at the time of the next assessor's "open book" opportunity, which is your one chance to look for better comparables.
