Harassment at work

What is considered harassment at work? One of my co-workers continually does mean things to me, he has left notes making fun of photos of my dogs i have on my desk, he stole a little stuffed animal i had sitting on my desk & was made to return it by management & more recently went on the computer at my desk(which him & other employees use when im not working) changed the login password & when i clicked on the hint button and it read ''Fuck You'' I really like my job except for working with this person and would like to know if there is anything i could do to make management take action, because they havent done anything about it except the return of my stuffed animal. I really would like a legal perspective on this situation, thank you for any help you can give me

First, document everything--date and what happened or happens. You should also go to management, starting with your immediate supervisor, and ask if there is a formal complaint or grievance procedure you can use to get the harassment on file and something done about it. Continue up the chain of command if you have to. (Bring a digital camera to work, if you have one, and take pictures, such as the computer screen with the "fuck you" on it.)
