You should seriously consider moving out, since in the long run, you cannot truly win a dispute with your landlord while remaining on the property. However, the defects and broken promises might supply an argument for you to get out of your lease, if that is what you want. Another option would be to get your own contractor estimates to fix the problems, and send them to your landlord, seeking permission to go ahead with them and deduct the costs from your rent, but you are likely to be evicted if you do this without permission. There is a procedure for forcing the landlord to allow you to deduct repair costs from rent, but it is cumbersome and expensive to the point of not really being practical. For the roaches, you might consider buying some roach baits on your own at the grocery store, or also try getting an estimate from a professional exterminator of those don't work.
