Heat included ?

I live in a duplex with the landlord living in the other half. The thermostat for the furnace is located in the landlords half of the duplex thus they regulate the heat. My heat is supposed to be included in my rent and I want to know if there is a minimum thermostat setting that the landlord is required to maintain when they regulate the heat, and it is included in the rent. I suffer from asthma and bronchitis and it feels very chilly in my side of the duplex (averaging 63 degrees)and when asked if the heat could be turned up the answer was no. Since heat is included in the rent I feel I should have a reasonable expectation to have some heat, especially when the temperatures out side are in the 20's and 30's.

Document temp over 2-3 days then send letter to LL with note from MD re; your need for higher temp, with a cc to Health Dept + your atty.
