Legal Question in Landlord & Tenant Law in Wisconsin

If my heat hasn't worked in my house for a year. And landlord refuses to fix it. Can I legally not pay my rent or utilities. And who would I call to make him fix it. I live in Wisconsin

The right way to approach this would be with lots of written correspondence, with the goal of setting up a repair paid for by you, but then subsequently credited against your rent. Having a lawyer would help, but if you can handle writing letters which are businesslike and to the point (and sending them via certified mail), my guess is that the landlord would go along with it. Unless you first lay this groundwork, however, he can technically still evict you unless you pay your rent.
