Can a municipality require an employee to do direct deposit of their payroll check? What do they do for employees that don't have bank accounts?

As far as I know, those types of employee-payment arrangements are all voluntary. However, an employer could forseeably require all new-hires to agree to direct-deposit plans. In the event an employee does not have any type of bank account in which to make the deposits (which is very weird in this day and age), they would likely have to provide some alternative.
