how can some one be at blame if they were hit by a car and lost there mobilty of there arm

I am unclear as to the facts of the accident. The injuries sustained are separate from the fault, therefore, the facts of the accident need to be reviewed in order to determine who was at fault and what percentage negligent both the car driver and the other person is in the accident. I would suggest that an experienced attorney be contacted in order to review the facts to determine fault. Please be aware that there are time limits which may apply to pursuing a claim, often three years in Wisconsin for an adult pursuing a claim for injuries and damages, however, if the party at fault is employed by or associated with a City, County, State or other governmental agency, shorter time limits, often 120 days from the date of the accident, may also apply.
