I am unclear what you mean as to a "file letter." Generally a legal assistant or paralegal is working for and under the direction of an attorney, and if something is being sent pursuant to the attorney's instructions, that should genearlly be OK. Legal Assistants or Paralegals are not able to practice law, unless they are licensed attorneys, therefore, I am not sure how other to answer your question, without your providing further information.
