What should I do if my friend is accused of stealing some things that she didn't steal? She was accused of stealing clothes.

Your friend could be sued either in civil court (by the owner of the clothes) or in criminal court (by the state) for any such alleged conduct. In both matters, it is the responsibility of the other party to proove your friend did what is alleged. In the criminal matter, that must be proved "beyond a reasonable doubt," whereas in the civil matter, it must only be proved by a "preponderance of the evidence." If suit or charging appears imminent, your friend should see an attorney.
