Legal Question in Real Estate Law in Wisconsin

I have a lake home on a Wisconsin Lake. An adjacnet absentee property owner is allowing an upland motel access to the lake for patrons of the motel. There is no recorded access deed. In addition, the motel owner has placed a dock on the lake. The owner of the hotel now advertises lake access and all kinds of people are coming and going across this property. Does the owner of a lake property have the right to do this?

My recollection is that the DNR prohibits anyone from maintaining a dock or raft, or mooring a boat etc., unless that person or entity owns lake property. Local ordinance may also prohibit access by the public in any place other than a public lake access way, and may regulate or prohibit operation of a business such as motel access on the lake.
