Legal Question in Wills and Trusts in Wisconsin

My father in law passed away in 1995 after 7 years in a nursing home. My husband just received his fathers will from his step mother a few days ago. We aren't sure where to go next? How do we file? Can we avoid Probate? How do we know what the state will recover from nursing home expenses?
