Legal Question in Family Law in Wyoming

Terminated parental rights

I terminated my daughter's fathers parental rights in April of 2004. He now decided he wants to be father of the year and says he is going to get his rights reinstated. Is that possible? His rights were terminated for abandonment. Please email me or call me at 337-238-3574. Thank you.
