Legal Question in Banking Law in Pakistan

I wanted to buy a plot in RS 1650000 from a scheme, whos down payment was 550000. They said that 'X' is the last date, and u should have a pay order or cash with u on time of purchase , if you got late you have to buy that plot on new rate. I went to my bank for pay order and they said that they can not pay me my money and cant make a pay order because they dont have cash and stationary, respectively. Now i have to pay 2 lac extra to the scheme, Can i sue my bank for that? because they are the responsible, they didn't give me my money when i needed it. I have lost the deal because of them. And yes they behaved rudely to me and it was the second time i lost my deal. What legal actions i can take against them? Thank you
